Job Summary

The Team
The 2023 Wildfire Recovery Surge Operations team is a dedicated, multidisciplinary group of approximately eight members, regionally distributed and working closely with coordination and community recovery branches. This team actively advocates for and engages with communities impacted by the 2023 wildfires, leveraging supports from provincial, federal, and NGO partners to provide meaningful assistance. Currently halfway through a 24-month mandate set to end in fall 2025, the team values flexibility, a strong learning mindset, and a commitment to helping others. This position is part of the second surge team established since 2021, building on the accomplishments of the first team and aiming to further strengthen community preparedness for future disasters.

The Role
The Manager, Community Recovery role involves managing projects focused on advocacy, organization, and process optimization for future disaster response events, ensuring that communities in British Columbia. Particularly ensuring those in rural areas and lower socio-economic groups are supported effectively. The work carries a significant social impact, as it addresses vulnerabilities that disproportionately affect certain populations during crises. The position requires motivation, resilience, and strong stress management skills, especially when navigating challenging social interactions. Additionally, this role offers a unique opportunity to collaborate with diverse ministries and directly support British Columbians in their recovery journey.

Qualifications:
Education and Experience Requirements

  • Degree in emergency or disaster management, social services, community development, natural resource management, project management, or related discipline AND three (3) years of recent, related experience within the last ten (10) years *; OR
  • An equivalent combination of education and experience may be considered.

*Related experience must include all the following:
  • Experience leading, supervising and developing employees.
  • Experience interacting effectively with crisis-impacted individuals, communities and partners.
  • Managing program or project-specific financial components: overseeing budgets, analyzing forecasts and expenditures.


Preference may be given to applicants with any of the following:
  • Experience leading significant, complex, catastrophic, high-profile community recovery projects.
  • Education, training, or certification in project management.


Applicants must be willing and able to:
  • Work on-call and work extended hours during emergency activations.
  • Participate in operational deployments up to two (2) weeks throughout the province.
  • Travel frequently for in-community work throughout the province.
  • Possess and maintain a valid Class 5 or Class 7 BC Driver's Licence.

About this Position:
This is a temporary opportunity until November 1, 2025. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to a few days at home per week subject to an approved telework agreement.
Flexible work options may not be available during emergency operations response periods.
An eligibility list may be established to fill future temporary and permanent vacancies.
A Criminal Record Check (CRC) will be required.
Employees of the BC Public Service must be located in BC at the time of employment.
This position is excluded from union membership.
