About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis and operates the retail brands BCLIQUOR and BC Cannabis Stores.

The LDB is committed to government's goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. Finance is separated into five work groups (Finance Corporate, Finance Wholesale, Regulatory and Compliance, Finance Retail, and Shared Services) and provides financial services to all LDB departments. The Finance division provides financial reporting, advisory services, budgeting, capital asset reporting, and financial transactional processing (banking, accounting payable, accounts receivable). Finance is responsible for the LDB's enterprise risk management program and oversees regulatory compliance for BC liquor manufacturers/warehouses.

About this role:

The Accounts Payable Analyst is responsible for validating compliance, verifying financial information, analyzing and resolving anomalies, performing reconciliations; and processing transactions including journal vouchers, period end accruals, accounts payable invoices, credit card/ travel expenses, and other transactions to the standards set by LDB's financial management framework. They also respond to inquiries, maintain documentation, and contribute to the improvement of policies, procedures and systems to enhance the accuracy, efficiency and timeliness of all aspects of financial transaction compliance and processing.

Successful candidates may be required to work outside regular business hours to meet deadlines, as required.

Position requirements:

Education and Experience:
  • Diploma or certificate in finance, business administration, accounting, or equivalent and minimum of 2 years of recent, related experience* working in a large organization (> 500 employees, > $30 million in revenue, >$15 million in capital).

*Recent, related experience must have occurred within the last 4 years and include the following:
  • Experience in a bookkeeping/accounting position, processing accounts payable transactions, reconciling accounts, resolving AP issues, and interacting effectively with internal/external clients.
  • Experience using standard office software such as MS Word and Excel.

Preference may be given to candidates with the following:
  • Working experience with complex, integrated Enterprise Resource Planning (ERP) systems.
  • Experience in beverage alcohol industry/supply chain or wholesale/retail operations.

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments. The LDB, under the authority of the Liquor Distribution Act, has the sole right to purchase beverage alcohol, both in and out of British Columbia, in accordance with the Importation of Intoxicating Liquors Act (Canada). The LDB with over 3,500 employees operates approximately 200 government liquor stores throughout the province; two distribution centres, one in Vancouver and one in Kamloops; and a head office facility in Vancouver. The LDB also authorizes the sale of liquor in rural communities by Rural Agency Stores. The LDB was named one of BC's Top 50 Employers by for 2009 by Mediacorp Canada Inc.
