Job Summary

The Team
The Office of the Superintendent of Health Professions and Occupations (Office) is a new, independent Office that oversees health profession regulatory colleges in B.C. Our mandate is set by the Health Professions and Occupations Act, where we also uphold its guiding principles which include protecting the public from harm and discrimination. Our goal is to serve the public by encouraging continuous improvement in regulatory outcomes by bringing an unbiased, independent perspective. We do this by setting standards for good governance, evaluating the practices and policies of regulators, and providing recommendations to increase transparency and accountability.

The Role
The Deputy Superintendent will provide strong leadership for the staff of the Superintendent's Office in all areas of work, including conducting oversight activities into regulatory colleges (audits, investigations, reviews), as well as board appointments and designation assessments. The Deputy will directly supervise four Director level staff members and will be responsible for all operational activities of the Office. The Deputy will also provide vital support to the Superintendent in setting the strategic vision for the Superintendent's Office and will act in their place if absent. This Office is a first of its kind in Canada, and this position offers a unique opportunity to work alongside the Superintendent in establishing an oversight body which will improve health professional governance standards, and protect the public from harm.

Qualifications:
Education and Experience Requirements

  • Degree in a relevant discipline such as public administration or law and five (5) or more years of relevant* experience;
  • OR a combination of education and experience may be considered.
  • Five (5) or more years of experience working in governance and/or the health care system in British Columbia.


Five (5) or more years of relevant* experience must include a combination of at least three (3) of the following:
  • Experience in a senior management role leading new business development projects and/or business transformation projects involving a diverse range of project portfolios.
  • Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation.
  • Experience leading and coaching multi-disciplinary senior management teams in the development and implementation of a diverse range of projects.
  • Experience in strategic business planning, contract management, financial management; and leading multi-party negotiations.
  • Experience dealing with challenging demands, priorities, and situations in a public sector or corporate environment.
  • Experience providing organizational vision, leading strategic planning, developing and executing strategic plans, business plans and service plans.


Preference may be given to applicants with:
  • A post-graduate degree.
  • Eight (8) or more years of senior leadership experience.
  • Direct experience related to regulatory oversight.
  • Direct experience in leading a new work unit, organization, or business area.
  • Experience leading complex and sensitive investigations and implementing an appropriate course of action (e.g., issuing recommendations).
  • Experience building true partnerships with Indigenous peoples in support of reconciliation and the implementation of the UN Declaration of the Rights of Indigenous Peoples.
