Job Summary

The Team
The Primary Care Finance and Administration team is a dedicated and collaborative group of eleven professionals, including a team lead Budgets & Accounting and a team lead Audit & Administration, seven financial & program data analysts, two evaluation & compliance analysts, and a director. This established team plays a vital role in supporting and enhancing the Primary Care Network for the citizens of British Columbia. They work closely with regional directors, the Ministry, Health Authorities, and Primary Care Networks, all while fostering an inclusive environment that values diverse perspectives and a shared commitment to improving healthcare outcomes.

The Role
As the Manager, Primary Care Audit and Administration, you will be responsible for leading an audit team to conduct internal audits and reviews in an efficient manner while ensuring that Generally Accepted Accounting Principles (GAAP) and PSAB Standards are maintained. Qualifications:
Education and Experience Requirements

  • Chartered Professional Accountant designation (CPA - CA, CGA or CMA) in good standing with at least two (2) years of *recent, related experience; OR
  • A Bachelor's degree in a related field, a Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA), in good standing, AND at least three (3) years of *recent, related experience; OR
  • An equivalent combination of education and *recent, related experience may be considered.

*Recent, related experience means the following:
  • Recent is defined as within the last three (3) years.
  • Audit and/or accounting experience, for example experience working with accounting principles, auditing standards, information technology and management auditing.
  • Completing complex analysis of large volumes of raw data.
  • Drafting audit reports to present to internal and/or external stakeholders.
  • Experience establishing collaborative relationships with senior management and executives.
  • Two (2) or more years of experience in a supervisory/management including resolving complex staff and/or client issues.


Preference may be given to candidates with the following:
  • Experience in the Heath Sector.
  • Currently enrolled in the CPA designation program.
  • Applicants who identify as Indigenous (First Nations, Métis or Inuit).

About this Position:

There is one (1) full time regular position available.
This position can be based in any of the following Ministry of Health offices: Burnaby, Kelowna, Langford, Langley, New Westminster, Vancouver, and Victoria.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and permanent vacancies.
