Strategic Sourcing Manager - IT

Horizon Recruitment Inc. is seeking an experienced Strategic Sourcing Manager to support our clients growing IT sourcing team. The role will support vendor sourcing, and procurement strategies, while also managing day to day volume within the category.

Reporting to Associate Director - Procurement Strategy, this role involves overseeing the full procurement lifecycle, including strategic sourcing, contract negotiations, vendor management, and cost optimization across IT and Telecom categories.

Initially a 6 month contract term, this role has the potential for longer term opportunities in the future.

Responsibilities:

• Developing and Executing Category Strategy, Lead Strategic Sourcing for high risk and high value requirements from a category perspective, and manage the suppliers within the spend category.
• Effectively manage the end-to-end sourcing lifecycle for IT procurement.
• Gather stakeholder requirements and develop innovative sourcing strategies.
• Build, issue, and manage RFx processes, analyzing and presenting recommendations for leadership approval.
• Negotiate commercial terms and drive cost savings while ensuring optimal value and service levels.
• Establish and maintain strategic relationships with IT vendors
• Oversee vendor onboarding, software licensing agreements, and contract renewals.
• Identify opportunities for cost reduction through contract consolidation, and TCO optimization.
• Ensure compliance with laws, regulations, and public procurement policies in collaboration with legal teams.
• Liaise with finance and purchasing teams to ensure accurate vendor billing and cost management.
• Provide expertise in risk mitigation and vendor/contract management strategies.
• Stay up to date with market trends and best practices in IT procurement and sourcing.

Requirements:

• 5-10 years of experience in IT procurement, contract management, and vendor negotiations.
• Strong knowledge of MSP, SaaS, cloud services, hardware, and software procurement.
• Demonstrated experience negotiating enterprise agreements with major IT vendors (e.g., Verizon, Telus, HP, Cisco, ETC).
• Experience in procurement synergy realization, contract amalgamations, and M&A-driven procurement preferred.
• Proficiency in database management, MS Excel, and ERP systems (SAP, JDE is an asset).
• Strong communication, stakeholder engagement, and project management skills.
• Certified Procurement Professional (CPP) or Supply Chain Management Professional (SCMP) designation is an asset.

Rewards:

• $70-80/hr
