Reporting to the Director, Integrated Business Applications & Projects, the Senior Business Analyst, plays a key role in the development and maintenance of integrated systems for Human Resources (HR) and Payroll, including reporting process, and budgeting. Responsibilities include project leadership and coordination for upgrades or enhancements to applications, configuring system changes affecting system processing and changes to common data elements shared across HR and Payroll modules. This includes managing the technology needed to take the budgeting, forecasting and reporting cycle to successful completion and troubleshooting of assigned applications. The Senior Business Analyst drives continuous process improvement through the streamlining and standardization of existing processes and providing professional expertise. The Senior Business Analyst contributes to strategic planning and assists leadership in coordinating key activities related to the planning and implementation of projects. The integration of data and use of technology will be critical in supporting the various initiatives within the organization effectively.

This role will provide work direction to those providing technical support for the integrated applications and will lead the requirements analysis, develop and write business specifications, and coordinate and implement test plans for new system developments. The Senior Business Analyst will work closely with the business areas to ensure acceptable toolset performance, system reliability and employment of best practices. This role will perform ad hoc analysis, financial resource utilization and operational reviews and reporting as required to support the Director, Integrated Business Applications & Projects.

What you'll do
  • Leads the solution areas in systems development and management of integrated systems by being the key interface between business users and application engineers. Defines project requirements by identifying key deliverables and translates those requirements into solutions. Formulates and defines business scope and objectives through research and fact-finding combined with an understanding of business requirements and system functionality.
  • Advises executive level leadership roles by providing strategic planning support and change management services and works with stakeholders in all business units to formulate scope and objectives for new initiatives. Develops and maintains strong working relationships with business leaders and strategy owners.
  • Responsible for creating, directing, and supervising project work plans, solution selection, development, implementation, documentation, interfacing and maintenance within established policies and guidelines.
  • Leads and provides work direction to assigned staff, technical experts and consultants for the delivery of the integrated applications and systems for HR and Payroll by providing technical advice and guiding the development, recommendation and implementation of policies and procedures.
  • Maximizes systems functionality, integration, and skill-sets in each user group by analyzing processes using technological functionality and leading implementation efforts where appropriate.
  • Provides software support and maintenance by coordinating the set-up and installation of programs with IMITS. Follows up on implementation by advising and recommending solutions to problems to ensure that systems procedures achieve the defined or desired internal controls. Leads the analysis of current situation and future requirements of the HR and Payroll applications including budgeting and reporting requirements of HR and Payroll and financial information to meet the needs of executives, front-line managers, and various executive committees.
  • Identifies, develops and implements appropriate/best practices and standardized reporting tools, such as templates or analysis tools for HR and Payroll, budgeting, forecasting and reporting. Constantly seeks opportunities to improve processes and streamlines operations by investigating and applying innovative and appropriate solutions for information delivery and reporting submission.
  • Develops and writes business specifications for development work. Works with other stakeholders to gather appropriate requirements and ensure satisfaction. Negotiates acceptable solutions to improve efficiencies, balancing system maintenance with user needs and requests to deliver sustainable long term solutions.
  • Liaise with IMITS to resolve technical environment issues that impact the budget and reporting applications to ensure that the application is available during critical periods for reporting and the budgeting cycle.
  • Ensures that documentation regarding software applications in use is appropriate and complete.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Master's Degree in Business Administration, Computer Science, Information Systems or a related field of study plus a minimum of 8 years of recent, related senior analyst experience in a large complex multi-site organization. Advanced knowledge of relational and multidimensional databases and strong Structured Query Language (SQL) skills.
  • Advanced knowledge of a broad scope of computerized Human Resources, Payroll and Time Capturing applications and systems such as PeopleSoft, Unit 4 and Workbrain. Advanced knowledge of human resources and payroll principles and practices. Knowledge and experience working with complex computer based applications and data systems, data integrity process checks and internal controls. Superior writing and presentation skills, including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways and in a non-technical and non financial manner. Strong computer and financial application skills, including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications. Customer focused with an ability to facilitate and encourage co-operation between diversion operational groups and skill sets. Excellent communication skills, including the ability to negotiate and persuade others, superior organizational skills, including the ability to prioritize workload to meet deadlines, ability to work under pressure and multi-task without direct supervision, physical ability to perform the duties of the job.

Job Type: Regular, Full-Time

Salary Range: $$88,990 - $127,923 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
