Expected Salary Range: $104,662.00 - $130,827.00 - $163,533.00

Job Summary:

The Manager, Indirect Tax and Treasury position is responsible for leading and supervising the Indirect Tax and Treasury team, and is responsible for the indirect taxation and treasury functions for the organization. This role takes strategic initiative on tax-related issues and brings depth, strong technical indirect taxation expertise, and profile to a range of important and high-risk areas of the business.

Key Accountabilities:
  • Provides specialized and expert technical knowledge in indirect taxation affecting BCLC's $50 million annual cost for customs & excise, PST/GST/HST, as well as international and non-resident withholding taxes. Leads conversations with Directors/Executives on related matters and provides expert guidance on the indirect tax implications of business initiatives.
  • Responsible for compliance with all indirect tax regulations. Acts as the BCLC representative in collaborative work with other Provincial Gaming Authorities.
  • Establishes/drives corporate indirect tax and treasury policies.
  • Reviews contracts for appropriate tax consideration and ensures appropriate tax language is included in agreements.
  • Provides indirect tax assessments and consultation to ensure that the corporation is in compliance with indirect tax regulations. Leads indirect tax compliance assessments across the corporation for business cases.
  • Provides strategic direction for tax function and champions tax-related issues. Monitors tax legislation and reviews current tax practices for tax planning purposes. Proactively identifies tax optimization strategies.
  • Manages banking and stakeholder relationships (CRA, Provincial taxation authorities, Canadian Border Services Agency (CBSA), customers, brokers, auditors, and external consultants).
  • Determines optimal capital structure; manages liquidity, investments and cash flow. Manages cash flow, borrowing and investing.
  • Manages foreign exchange risk, exposure, and requirements.
  • Ensures the configuration, master data maintenance, and testing of the ERP modules and ancillary systems that support the treasury function.
  • Establishes and strengthens strategic working relationships with internal stakeholders at all levels of the organization, and with external stakeholders including auditors, consultants, and other gaming jurisdictions.
  • Supports the Senior Manager, Corporate Finance in strategic initiatives, as well as day-to-day operations, such as driving change across manager and director groups, participating in decision-making activities (often as the sole indirect tax representative for Corporate Finance), providing expert advice directly to executives and various other groups; reporting to external reporting stakeholders; providing expert advice to managers and directors of Finance, and others on the impact of issues across the corporation.
  • Provides strong people leadership and direction to the department by championing BCLC's vision, mission and values, and ensures that the staff has the skills required to meet corporate objectives, and that training and mentoring processes are in place.
Minimum Required Qualifications

Education and Experience
  • University degree in Business or a related discipline;
  • An accredited professional accounting designation;
  • 5 to 7 years of senior-level indirect taxation experience, including experience in a managerial capacity;
  • An equivalent combination of education and/or experience may be considered.
Technical Requirements
  • In-depth experience with and knowledge of indirect taxation (including but not limited to HST, GST, Witholding tax and Customs tax);
  • Knowledge of Canada/US tax treaties would be an asset;
  • Demonstrated ability to build strong and trusting relationships with directors, managers, employees and peers;
  • Extensive knowledge of the principles of accounting with the ability to apply them in a practical way;
  • Strong knowledge of financial and managerial control systems and processes, and risk management frameworks;
  • Exceptional time management and multi-tasking skills with the ability to prioritize tasks and work within established deadlines and occasionally aggressive time constraints;
  • Ability to set, maintain, and manage priorities in a dynamic environment;
  • Advanced communication skills, both written and verbal, with the ability to present complex information in an easily understood manner;
  • Demonstrated ability to act on own initiative and exercise professional judgment;
  • Excellent problem solving and analytical thinking/innovation;
  • Strong business acumen with a results-oriented focus;
  • Demonstrated experience in strategic business planning and resource management in a leadership capacity;
  • Believes in continuous improvement and is driven to question and improve processes, systems, and practices as appropriate;
  • Exceptional interpersonal and motivational skills;
  • Strong working knowledge of financial systems and software including ERP systems;
  • Advanced computer skills - MS office suite;
  • Ability to work with a high degree of accuracy and attention to detail.
