In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to a Director, Data Analytics Reporting and Evaluation, the Manager, Data Analytics, Reporting and Evaluation (DARE) is responsible for the provision of expertise and leadership in a diverse array of analytics functions including client consultation, data collection, data integration, data analysis, interpretation and visualization of data. This position provides supervision, leadership and direction to senior analytic team members and ensures that operational goals are achieved, and mitigates and resolves issues as they arise. The Manager contributes to the development of analytic strategy for the unit and oversees implementation of unit activities to achieve strategic success. This position requires a high degree of knowledge of analytic data holdings and methodology and the ability to communicate effectively with a wide range of stakeholders both internal and external to PHSA. In addition this position employs project management expertise and methodologies as a means to ensure successful completion of project components and deliverables.

What you'll do
  • Provides supervision, leadership and guidance to team members of the data and analytics team by establishing team priorities and ensuring prompt and accurate completion of operational activities. Evaluates individual and team performance against targets. Identifies areas for development in team performance and implements strategies to improve.
  • Consults with PHSA Programs and Services and external partner organizations as required. Identifies and responds to customer needs for analytic products and services from across PHSA and external partner organizations. Mobilizes team members to meet customer needs and assigns necessary resources as required.
  • Ensures accuracy, timeliness and availability of data and analytic products produced by the team for PHSA recommendations and decision making. Applies expert analytic knowledge, from self or within team members, to PHSA needs to support monitoring, evaluation, quality improvement, service planning, forecasting and research efforts.
  • Maintains department standards and procedures as required, including policies for ensuring appropriate access to and sharing of sensitive health data. Ensures team members work according to policy and identifies risks with current practices. Escalates issues to Director as required.
  • Develops, recommends and monitors departmental expenditures within an agreed budget. Implements remedial action where required and brings issues to the Director's attention as needed.
  • Communicates analytical results and provides reports, presentations and summaries as needed to stakeholders and applicable external partners.
  • Supports the identification of skill gaps within team and supports skill development in team members to ensure future team success.
  • Oversees and reviews methodologies, data availability and limitations, and makes recommendations on initiatives around data linkages and study or project designs. Acts as a methodological resource to their own, and other analytic teams, as well as the broader PHSA community.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Master's Degree in Statistics, Computer Science, Operations Research or similar field plus a minimum of eight (8) years recent related experience in analytics and/or the health information field in a large, complex organization including a minimum of three (3) years in a supervisory role.
  • Demonstrated leadership and managerial skills in a diverse environment. Demonstrated ability to respond to the needs of stakeholders supported by an acute awareness of the impact of action. Demonstrated ability to problem-solve with a global perspective in order to incorporate the organization's systems and strategies when developing viable solutions to problems. Demonstrated ability to establish courses of action for self and others that are results-oriented. Demonstrated project management experience with multi-faceted projects and stringent timelines.
  • Advanced knowledge of data analytic techniques with the ability to mentor team members on complex analytic problems. Strong knowledge of industry standard analytic and statistical software (e.g. R, SAS), data visualization and business intelligence tools (e.g. Tableau, PowerBI), relational databases (e.g. SQL Server) and other computing and data collection solutions. Strong analytical, problem-solving and system analysis skills including the ability to comprehend complex issues and related data and information. Ability to function in a self-directed manner, handle multiple concurrent tasks. Strong communication skills, both written and oral. Demonstrated interpersonal skills to support working with and supervising a variety of people. Demonstrated skill as a leader, coach and change agent. Ability to prioritize workload to meet deadlines.

  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission's 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-time

Salary Range: $102,938 - $147,974 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
