About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

The LDB is committed to government's goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. LDB's Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 5 divisions managed by IT Directors collectively are responsible for all the 7 competency areas to deliver the IT mandate of supporting LDB's corporate and business operations and enabling future needs and initiatives.

At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB's strategic initiatives timely and in high quality.

The IT department of the LDB is responsible for the entire computing infrastructure for all the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB's head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta, and Kamloops.

About this role:

Reporting to the Manager, Network Engineering, the Senior Network Analyst (SNA) acts as a subject matter expert and leads the planning, network design and related communication services for the BCLDB and its distinct lines of business such as Cannabis and Liquor retail, Cannabis and Liquor Distribution, Cannabis and Liquor Wholesale, Ecommerce sites, Finance, HR, IT, On-premise Data Centres and cloud based infrastructure.

The Senior Network Analyst provides Tier 3 troubleshooting and leads the research, planning, design, evaluation, implementation, and operation of the BCLDB's data and voice networks, which are completely independent of the BC Government network. The Senior Network Analyst is expected to be able to be able to predict trends and work closely with the managers to keep the BCLDB Networks capable of meeting all current and intermediate future needs (3-5 yrs).

The technologies the Senior Network Analyst is expected work with include, but not limited to: Physical cabling, Routers, Switches, Wireless Controllers and Wireless Access Points, VOIP systems, Load Balancers, DNS, Virtualization (Software Defined Networks, Software Defined WAN, cloud etc.), Virtual Private Networks, Network Segmentation, Packet Analyzers, Monitoring and Performance tools, etc.

The Senior Network Analyst will work on cloud technologies for software as a service (SAAS), cloud network standards, Platform as a service (PAAS), and Infrastructure as a service (IAAS). The technologies include but are not limited to: application load balancers, vnets, routes, dns, software defined wan (sdwan), network scripting and automation.

The Senior Network Analyst is expected to perform some supervisory duties with the Network Analysts and to interact closely with leads in other areas of the business.

To accomplish objectives, the position develops and maintains professional relationships within IT, with lines of business, with external contractors and vendors.

Work occurs during core business hours; however, the position is expected to adjust to business requirements. The BCLDB at times operates at 24hrs per day, 7 days a week and staff may be subject to shift work. Must be available 24 X 7 for critical incident response. May perform Occasional heavy lifting of equipment and Occasional high-altitude work in the warehouses. Must have the ability to travel overnight within the Province of British Columbia.

Position requirements:

Education and Experience:

A degree or diploma in computer science or a related field, and a minimum of 2 years of recent related experience*; OR

A combination of education, training and experience may be considered, i.e., 3 years of recent, related experience* with formal course work and/or certifications, OR 5 years recent related experience*.

* Recent, related experience must have occurred in the last 10 years and must include the below.
  • Managing the development, implementation, evaluation and operation of network communications technologies.
  • Identifying, adapting and implementing new methods and technologies to improve IT networks.
  • Experience specific to network operations, including:
    • Structured cabling.
    • Enterprise grade LAN and WAN (Routers, Switches, Access Points such as Cisco, HP, Juniper etc.).
    • Voice Systems (Analog and VOIP).

Preference may be given to candidates with experience in any of the following:
  • Payment Card Industry [PCI] certification.
  • Cisco Certified Network Associate [CCNA] or Cisco Certified Network Professional [CCNP] or other current, relevant, IT professional designation.
  • Experience in the following areas:
    • Load balancers and DNS
    • Network Virtualization (Software Defined Networks, Software Defined WAN, Cloud Networks).
    • VPNs and other remote access technologies.
    • Troubleshooting tools such as Packet Analyzer
    • Monitoring and network optimization tools.
    • Developing and maintaining productive working relationships with internal/external clients, colleagues and contractors.
    • Supervision, including mentoring and coaching.
    • Contract management.
  • Experience working for an employer similar in size and scope to LDB operations.
