About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

About this role:

Reporting to the Director, Reconciliation & Equity, Diversity and Inclusion (REDI), the position provides input and consultation to internal partners and leads the development, implementation, and maintenance of a range of programs and initiatives that support Indigenous Inclusion, Indigenous anti-racism, the implementation of the BC government's Declaration of the Rights of Indigenous Peoples Act action plan, the Truth and Reconciliation Commission Calls to Action, and reconciliation efforts across the organization.

The Advisor, Reconciliation Initiatives collaborates with the Director, Reconciliation & EDI to advance reconciliation through Indigenous initiatives, programs, and activities at the LDB. The Advisor develops data-drivenprograms and initiatives to support the LDB in creating and sustaining a culture that embraces and promotes cultural competency, cultural safety, and Indigenous inclusion to build and strengthen relationships with First Nations, Inuit and Métis communities.

This position is a valuable role within the Human Resources division and is responsible for the development and delivery of internal facing reconciliation programs, initiatives, services, and support across the organization to align the LDB with core government commitments to reconciliation.

Candidates who are located near a BCLDB worksite will be offered hybrid work opportunities. For candidates not located near a BCLDB office, fully remote work will be considered, with the expectation that the candidate is able to travel to nearby BCLDB sites on an as-needed basis (i.e. store locations, etc.).

Position requirements:

Education and Experience:

A degree or a diploma in Indigenous studies, arts, social sciences, human resources, public administration, or a related field with a minimum 2 years of recent, related experience*.

OR

An equivalent combination of education, experience and training may be considered, i.e., secondary (high) school diploma or equivalent certificate with a minimum of 3 years of recent, related experience*.

*Recent, related experience must have occurred within the last 5 years and must include the following:
  • Experience developing, implementing, and managing strategies and designing, delivering and evaluating Indigenous programs or initiatives.
  • Experience with change management and communications to support complex issues.
  • Experience with managing multiple projects and assignments to meet deadlines.

Preference may be given to candidates with any of the following experience:

In recognition of the critical importance to this role an understanding of Indigenous communities, history, values, legal orders, and cultural competencies, and in accordance with Section 42 of the BC Human Rights Code, preference may be given to qualified applicants who self-identify as Indigenous individuals (First Nations, Métis, and/or Inuit).
  • Experience in establishing credible programs and services to meet organizational strategic goals and needs.
  • Experience with recruitment, retention, or succession management of Indigenous peoples.
  • Experience in a large (>100 employees/>$500K sales) unionized environment, including experience providing consultative advice to executive leadership, human resource practitioners, managers, and supervisors.

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments. The LDB, under the authority of the Liquor Distribution Act, has the sole right to purchase beverage alcohol, both in and out of British Columbia, in accordance with the Importation of Intoxicating Liquors Act (Canada). The LDB with over 3,500 employees operates approximately 200 government liquor stores throughout the province; two distribution centres, one in Vancouver and one in Kamloops; and a head office facility in Vancouver.
