The Ministry of Emergency Management and Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities. EMCR coordinates financial and other resources to provide timely and effective management of provincial emergencies and disasters and supports other authorities within their areas of jurisdiction. EMCR works directly with Indigenous Nations, local governments, provincial ministries and agencies, federal departments, other jurisdictions, and industry as well as with volunteers in hazard mitigation, preparedness, response, and recovery. EMCR advances the vision of a disaster resilient B.C. and furthers reconciliation with Indigenous Peoples by collaboratively developing policy and practices and negotiating and implementing proactive emergency management collaboration and cooperation agreements.
The Recovery Division assists impacted communities, businesses and residents to recover after disasters. Timely and effective recovery ensures communities, businesses, and residents return to a safe, healthy, and functioning environment which contributes to normal societal functions and business operations. The Disaster Recovery Framework (DRF) is the guidance for implementing collaborative government recovery assistance. The division manages, implements, and evaluates the effective use of the DRF and is responsible for highly sensitive, cross jurisdictional, publicly visible and widely reported recovery programs with significant financial impact.
The Assistant Deputy Minister is responsible for effectively leading the Recovery Division and funding programs. The ADM is a primary resource to other ministries and provincial senior officials, providing expert strategic advice for supporting disaster-impacted communities, businesses and individuals to make timely recoveries. The ADM leads the provincial efforts to maximize access to federal disaster funding programs. The ADM provides leadership to set the strategic direction for the recovery phase of emergency management.
The ideal candidate for this role is a senior leader or executive with substantial experience making decisions with significant strategic impacts, involving sensitive issues with major economic consequences that are publicly visible and reported. They are highly independent, will thrive on demanding and intense work challenges and collaborate effectively in a public sector environment. Culturally agile, they will be grounded in their commitment to Reconciliation with Indigenous Peoples and able to build enduring relationships with interest holders and rights holders alike. Ideally this candidate will have experience working with senior leaders on emergency management, disaster risk management, and climate resiliency and sustainability sectors.
